Is a humidifier a necessary baby item?

Where I live, it's extremely dry. We've gotten an inch of rain since January. I've heard some people say it's best to run a humidifier in a baby's room from birth, and I've heard some say to run it if the baby gets congested. Is this something I should get before she's born? If so, where do I put it, just anywhere in her room?
