Graffiti is the truest form of art because it is neither created for critical acclaim nor for monetary gain?

An artist once quoted this to me (he found it in a bathroom stall of the art building) and it has since been ponderous to me. It seems to make sense, but I wonder, how do other artists feel about this quote?
